SERVICES OFFERED
1. Service Coordination is one of the primary responsibilities of the on-site Resident Services Specialists (RSS). Tenants receive move-in packets from property management and the RSS meet with new tenants within a month. RSS staff provides comprehensive I&R for domestic violence, substance abuse, counseling, mental health services and low-cost legal or tax preparation. All apartments with on-site staff post monthly activities listings. Some sites have food pantries and/or RSS take families to local food pantries. Health and Nutrition, Parents Education and Employment Services are available through agency partnerships. We do some voter registration, especially when there is a national election.

2. Conflict Resolution services are provided by on-site Resident Services Specialists and by the Program Manager. RSS receive notices and attempt to make contact with residents to address notice issues. RSS will assist tenants in accessing rental and utility assistance as well as TANF benefits. Neighbor disputes and tenant/landlord disputes are the responsibility of the RSS and the Resident Services Program Manager. Tenants, property managers and RSS request mediation services to achieve peaceful resolution.

3. Community Building is a very important to the success of the RSS. Community events and meetings help to build cohesion between tenants and give tenants a chance to do for their neighbors. Potlucks are usually initiated by the RSS.

PROGRAMS OFFERED
    • Youth Programs-homework help, summer lunch program, school and summer break activities, field trips, dinner program, outings for just “girls” or just “boys”, photography workshops
    • Adult Education-nutrition classes, parenting classes, English as a Second Language (ESL) classes
    • Financial Literacy Program – financial literacy classes and one-on-one budgeting classes are taught by the Resident Services Manager

KEY ACCOMPLISHMENTS
    • Providing summer lunch and activities to 6 apartment projects. This translates into 250 free summer lunches each day for 8-10 weeks.
    • Created successful financial literacy program for very low and low-income residents. Awarded Key Bank Foundation Grant for 3 years to teach financial literacy to tenants.
    • Somali speaking Resident Services Specialist providing services on- site and at the schools attended by resident Somali students. This program was originally funded by the Portland Schools Foundation and will be funded for three more years by United Way. We will expand this model for Russian speaking families living at one of our properties.
    • Community organizing project that engaged tenants to request that a bus stop be moved from a muddy section of road to a paved section. Tenants met with Tri-Met, Oregon and Portland Departments of Transportation, City Commissioners.
    • Program has grown from one off-site Resident Services Coordinator to a department with a Program Manager and 4 Resident Services Specialists. Two RSS are culturally and language specific.
    • The “Start School Right” program provides school supplies to over 150 students at the start of the school year.
