State Policy Council

The State Policy Council studies issues and policies that impact the affordable housing industry in Oregon.  The Council works with Oregon ON’s board to develop advocacy positions and foster relationships among our industry partners.

The Council format is designed to remain simple and flexible.   Each council develops its own guidelines and principles within the following structure:

  • Policy Councils are comprised of Voting Member Organizations.  Positions are elected for two-year terms with no term limits. Voting Member Organizations may assign any member of their staff or board as an authorized representative. While all Voting Members’ staff and board members are welcome to attend and participate in discussion, only authorized representatives may vote in decision making.
  • The Councils each select a Chair that will serve both as the Council’s Chair and represent the council as an appointed Network Board Director. The Chair’s term is one year but has no term limit. The Network will also assign an additional board member to sit on each of the councils.
  • The Councils develop annual policy agendas. The agendas prioritize issues and guide the Network’s work. The agendas are shared between the Board and Councils.
  • The councils report regularly to the Board of Directors.
